In
1929,
Reichsführer-SS
Heinrich Himmler
combined all SS administrative affairs in the special
SS-Verwaltungsamt (Administration Office).
Until
April 1939 this department was part of the
SS-Hauptamt (Main Office).
The
Allgemeine SS (General SS) and
SS-Verfügungstruppe ("Available SS Troop" for
interiour security) belonged to this
SS-Hauptamt.

On
1 February 1934 Oswald Pohl became chief
of the
SS-Verwaltungsamt, from
1 June 1935 chief of the
Sicherheitshauptamt
(Security Main Office) and
Rasse- und Siedlungshauptamt
(Main Office for Racial and Settlement Affairs) too.
On
20 April 1939 the SS Administration Office became an independent SS Main Office.
This new SS Main Office was called
Hauptamt Verwaltung und Wirtschaft (Administration and Economy Main Office).
In addition
Pohl was chief of
Hauptamt Haushalt und Bauten
(Budget and Building Main Office).
To simplify these structures and terms, the offices
Verwaltung und Wirtschaft and
Haushalt und Bauten
were united and called
SS - Wirtschafts- und Verwaltungshauptamt (
WVHA) on
1 February 1942.
The
WVHA was responsible for all administration, economic and construction affairs of the SS.
It was divided into five offices:
A: Troop Administration, managed by
SS-Gruppenführer Frank
B: Troop Management, managed by
SS-Gruppenführer Lörner
C: Construction affairs, managed by
SS-Obergruppenführer Kammler
D: Concentration camps, managed by
SS-Brigadeführer
Glücks
W: Economic enterprises, managed by
SS-Obergruppenführer Pohl.
Each office included several subdivisions, for example:
